Otford Parish Council has a vacancy for a Parish Clerk/Responsible Financial Officer commencing on the 1st December, 2010; this will provide an overlap of one month with the present clerk, retiring after long service. The parish office is on the High Street and frequently busy dealing with the public. There is an assistant clerk, and the building is used by other services. The council holds monthly meetings plus other daytime and evening committee meetings that are serviced by the clerk. It has a web site and produces a monthly Newsletter. The Heritage Centre adjoins the office.
Applicants must be qualified (minimum, CiLCA) and preferably have local government experience. Inter-personal, administrative and IT skills are pre-requisites for the post. Hours will be 20 to 25 per week and the salary and pension will be according to NALC and SLCC rates for part-time clerks. Further information available from the parish clerk.

Parish Plan
Coffee drinkers at the Memorial Hall had a lot to discuss on Saturday 30th January. All the results of the Parish Plan questionnaire were on display. The hundreds of written comments that people had added to their questionnaires were also there to read and there was a great deal of nodding from the 130 visitors who came throughout the day.
If you would like to take your time to read all the responses at home, go to www.otford.info/parishplan and you will be able to see the conclusions of the questionnaires we received.There is a 'forum' section where you can add your own observations as well.
Now the main concerns have been identified, the people of Otford need to plan what needs to be done. If you would like to volunteer for one or more of the groups who will be providing ideas, either collect a form ("I want to make a difference") from the parish office or download it from www.otford.info/parishplan and drop it in to the parish office.Your voice will count and the team would like to hear what you want to say.

Chairmen's responsibilities
A. To ensure that particular responsibilities are allocated to members of the committee, as the committee may decide.
B. To serve as a source of information for, and channel of communication with, the public and other members of the council.
C. To submit a report to each meeting of the Council, covering
i. Work undertaken by their committee since the Council's last meeting ii. Matters upon which the Council's views and/or decisions are sought.
D. To report (orally) to the Annual Parish Meeting.
E. To ensure that other members of the Council are involved in the committee's work, as and when appropriate.
Additional points.
i. Any written report (C, above) should be in the Clerk's hands seven days before the date of the meeting in a form ready for photocopying. ii. In relation to the Finance and General Purposes Committee, the RFO is regarded as convenor in relation to financial matters and the Chairman in relation to all other business. iii. Unless the Chairman (or Vice-Chairman in his absence) decides otherwise in a particular instance, all external correspondence on the Council's behalf (including communication with the press) is to be entrusted to the Clerk and sent in her name. iv. All committees may invite persons other than council members to attend their meetings: such persons may share the discussion, as the committee may decide, but shall not vote.
